    The City of Norfolk proposes to construct a beach nourishment project at four different reaches along its Ocean View and Willoughby Spit shoreline. The proposed fill at Reach 1 is between 24th Bay Street and Bay Point Drive, the fill at Reach 2 is between Chesapeake Boulevard and Atlans Street, the fill at Reach 3 is between 6th View Street and Norfolk Avenue, and the proposed fill at Reach 4 is between 12th View Street and 9th View Street. The purpose of the project is to restore and enhance coastal storm protection to residential, public and commercial structures by increasing the beach width and establishing a beach berm at +4.0 feet NAVD88. The project will accomplish this purpose by placing approximately 393,000 cubic yards of sand along 14,400 linear feet of shoreline.

  • City of Norfolk Downtown Floodwall, Section 408 Review

    A request for review pursuant to Section 408 has been received from the City of Norfolk, for modifications to the existing Downtown floodwall, a federally authorized and non-federally operated flood risk management system. The city of Norfolk requests to modify the existing floodwall to add an additional two to four feet in height in order to maintain FEMA accreditation. These modifications will include making the existing wall higher and extending the outer reaches with floodwall extensions. The public comment period closes Dec. 7, 2020.

    The applicant proposes to dredge, by mechanical method, no more than 402 cubic yards of material from an 18-foot wide by 164-foot long area to create a new navigation channel from the Edgewater Haven Municipal Channel to his residence in Norfolk. The new channel, at maximum depths of -4 feet MLW including over dredge, will impact 2,223 square feet of mudflat, 20 square feet of vegetated tidal wetlands and 2,627 square feet of subaqueous bottom. The applicant has reduced the channel to the minimum necessary to achieve the project purpose. Mitigation proffered consists of the purchase of 169 square feet of mitigation bank credits. A general dredged materials management plan has been provided.
