    The Sponsor proposes to design, construct, establish, and operate Joyner Mitigation Bank (Bank). The sponsor is proposing to generate 68.24 wetland credits through 93.42 acres of wetland preservation, 4.67 acres of wetland enhancement, 54.57 acres of wetland creation, and 33.26 acres of upland buffer restoration. Public comment should be received by the close of business on February 7, 2024.

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33U.S.C. Section 408) has been received and will be evaluated by the Norfolk District. Written comments, including any objections to the proposed alteration, stating reasons therefore, are being solicited from anyone having an interest in the requested alteration. The authority to grant permission for temporary or permanent use, occupation or alteration of any USACE Civil Works project is contained in Section 14 of the Rivers and Harbors Act of 1899, as amended, codified at 33 USC 408 (“Section 408”). Section 408 authorizes the Secretary of the Army to grant permission for the alteration or occupation or use of a USACE project if the Secretary determines that the activity will not be injurious to the public interest and will not impair the usefulness of the project. The proposed action is also subject to the requirements and objectives of Executive Order (EO)11988, Floodplain Management and has the potential to impact floodplains. This notice complies with Section 2(a)(4) of EO 11988 and requests advance public comment to determine if there are any public concerns regarding potential impacts on floodplains.

  • NAO-1989-0319 (Glenwood Park drainage/dredging project, Norfolk, Virginia)

    The City of Norfolk is proposing to dredge approximately 684 cubic yards (18,770 square feet) to mitigate flooding caused by 10-year storms in the Glenwood Park neighborhood in Norfolk, Virginia. This work will occur in an unnamed tributary to Willoughby Bay in Norfolk, Virginia. The public comment period ends on November 10, 2023.

  • NAO-2015-00740/16-V1040 (Landstown Road Improvements, Virginia Beach, Virginia)

    Expiration date: 4/5/2023

    The City of Virginia Beach proposes to make roadway and stormwater management improvements along an approximately 4,500 foot corridor of Landstown Road in Virginia Beach, Virginia, in proximity to the Virginia Beach Sportsplex. These improvements would result in the permanent loss of 1.47 acres of non-tidal, emergent wetlands. Comments on this project should received by the close of business on April 5, 2023.

    The Virginia Port Authority proposes to dredge two new turning basins and to construct a stone berth within the Elizabeth River in Portsmouth, Virginia. The dredged material is proposed to be disposed of at the Norfolk Ocean Disposal Site, Weanack Land Reclamation Project and the Craney Island Dredged Material Management.
