  • 408-NAO-2025-0083 (Norfolk & Portsmouth Belt Line Railroad Bridge Fender Repair Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by the Norfolk & Portsmouth Belt Line Railroad (NPBLRR) to install ten (10) new 36-inch diameter steel pipe piles adjacent to the fixed span portion of the existing Norfolk & Portsmouth Belt Line Railroad vertical lift bridge that crosses the Southern Branch of the Elizabeth River between Chesapeake and Portsmouth, VA. All work shall be completed by barge with five (5) piles installed adjacent to the eastern and western abutments using an impact hammer driven full length. This project may alter the Norfolk Harbor & Channels Federal Navigation Project - Paradise Creek to Lamberts Bend Reach (aka Southern Branch Elizabeth River). Comments should be received by the close of business on October 30, 2025.
  • 408-NAO-2025-0086 (City of Norfolk Waterfront Timber Piers Repair Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by the City of Norfolk to conduct maintenance of existing pier at the Waterfront in Downtown Norfolk along the Elizabeth River. The purpose of this project is to replace-in-kind the deteriorated existing timber fendering elements and deck planks. This project may alter the Norfolk Harbor and Channels Federal Navigation Project (Paradise Creek to Lamberts Bend and Eastern Branch Elizabeth River Reaches) and Norfolk Coastal Storm Risk Management Project (Norfolk CSRM). Comments should be received by the close of business on October 29, 2025.
  • 408-NAO-2024-0125 (City of Virginia Beach Rudee Inlet Jetty Anchor System and Dredge Pipe Replacement Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This is a Section 408 request submitted by the City of Virginia Beach for the Rudee Inlet Jetty Anchor System and Dredge Pipe Replacement Project. The proposed activities include the installation of new pipe pile and concrete anchor block structures (22 total) and replacement of the existing dredge discharge pipeline crossing the channel. The proposed work will support the operation of a new larger hydraulic dredge required for maintaining water depths in Rudee Inlet. Comments should be received by the close of business on June 11, 2025.
  • NAO-1993-01934 (NSRC Lambert's Point Yard Pier 6 Berth Deepening, Norfolk, Virginia)

    Norfolk Southern Railway Company is proposing new and future maintenance dredging by mechanical methods to deepen the Pier 6 berthing areas (approximately 33.07 acres) to a maximum depth of -57 feet MLLW to match the depths of the federal navigation channel and to allow more efficient loading and unloading of deeper draft vessels. Comments should be received by close of business on May 16, 2025.

    The Virginia Port Authority (VPA) is proposing to perform new and maintenance dredging by mechanical and/or hydraulic methods to deepen and widen the approach channel and berthing area at its facility known as Norfolk International Terminal-North (NNIT) and to deepen the approach channel and berthing area at its facility known as Norfolk International Terminal-South (SNIT) on the Elizabeth River in Norfolk, Virginia to provide safe navigation for the Ultra Large Container Vessels.
