Programs & Project Management Division provides oversight and support to Programs and Project Management offices for procedures and policy regarding operating budget, personnel, procurement, property and contract administration.


Real Estate Office

Real Estate Office consists of real estate specialists and appraisers who plan, appraise, acquire, lease and manage real estate for both Civil Works and Military Construction projects and dispose of excess property within the Commonwealth of Virginia. It administers the following programs:

  • Army Timber Disposal Program manages timber harvests and sales on all Army installations within North Atlantic Division which includes the entire northeastern United States. For more information, call 757-201-7736.
     
  • Leased Government Housing acquires and manages leases for housing for members of all branches of the Armed Services throughout the state of Virginia. For more information, call 757-201-7628.
     
  • Residential Communites Initiative provides Real Estate support for the entire Department of the Army’s Residential Communities Initiative (RCI) Program, the privatization of Army Family Housing on Army installations throughout the continental United States.   • Recruiting Facilities Command A major program is the planning, leasing and management of the U.S. Armed Forces Recruiting Centers throughout the state of Virginia. For more information, call 757-201-7739.

Programs Branch oversees program analysis and development for Norfolk District. It administers the Planning, Programs and Project Management Division, or P3MD, operating budget, develops program budget guidance for use by each branch chief in preparing their annual budget submission in close coordination with Resource Management Office.

This branch coordinates all upward reporting requirements for P3MD and serves as the district PROMIS/P2/P2 Regional Workgroup representative. Acts as the P3MD personnel liaison with the CPAC staff. It assists the P3MD chief and branch chiefs in business development activities as well as develops and maintains district storyboards used in briefings and presentations. Identifies and tracks proposed legislation that may impact future district workload.

The Programs Branch maintains a customer database of congressional interests, budget appropriations, customers' missions and future directions and other valuable information that will be used to develop a strategic outreach plan. Employees in the programs branch conduct trend analyses and extrapolate results to likely future trends in order to develop a comprehensive district business plan.


Projects Branch is responsible for overall management of the district's civil works, military and environmental project workload. Serves as the principal advisor to the project manager on project schedule and fund management and other issues on assigned projects. Participates as a key member of the district's Congressional briefing team as well as in briefings to potential regional, state, and local project sponsors.
