Study Purpose & Scope

The proposed Norfolk Coastal Storm Risk Management (NCSRM) project General Reevaluation Report (GRR) is a Post Authorization Change Report (PACR) is in response to a City of Norfolk request, including a request from the Campostella and Berkley neighborhoods.

The Norfolk CSRM GRR, once funded, will include the Norfolk Southside and Willoughby Spit communities, and will further refine comprehensive benefits on a neighborhood level, combined with a cost and benefits analysis that defines the Total Public Benefit. The goal is to maximize net public benefits including economic, environmental, and comprehensive benefits and consider monetized and qualitative benefits.

This process will evaluate the potential for structural flood measures (levees, floodwalls, etc.). Therefore, nonstructural measures included in the authorized project will not be pursued for the Southside area while the study is being conducted. Other elements of the project will maintain the current schedule.

Norfolk CSRM GRR Focus:

  • Review and consideration of comprehensive benefits for Norfolk areas within the project study scope
  • Economic re-validation of nonstructural measures based on USACE guidance
  • Campostella-Berkley reformulation
  • Willoughby Spit formulation (beach side) to include consideration of flooding from Willoughby Bay
