The Norfolk District received $500,000 Congressionally Directed Spending in fiscal year 2026 (FY2026). The District will use $100,000 to complete a Federal Interest Determination (FID) for a General Reevaluation Report (GRR) for the Southside communities. 

Pending FID concurrence/approval by the Office of the Assistant Secretary of the Army for Civil Works (ASA/CW), the District and the City will complete a Feasibility Cost Share Agreement (FCSA) and formally begin the Southside GRR.

The proposed Norfolk Coastal Storm Risk Management project (NCSRM) Southside GRR is a Post Authorization Change Report (PACR) in response to a City of Norfolk request, including a request from the Berkley, Campostella, and Campostella Heights neighborhoods. 

The Southside GRR will further refine comprehensive benefits, combined with cost-benefit analyses, to evaluate the potential for structural measures (levees, floodwalls, etc.) for the Norfolk Southside. Therefore, nonstructural measures included in the authorized project will not be constructed for the Southside during the study. Other elements of the authorized project will maintain their current schedule(s).

The Norfolk District and the City of Norfolk initiated the FID process on Aug. 4, 2026. Collaborative efforts over the subsequent 45 days will inform a report that describes a water resources problem and justify (1) why USACE should be involved and (2) the need for a full feasibility study.
