LOCATION AND DESCRIPTION: The existing 1934-era two-lane drawbridge passes over the Dismal Swamp Canal where U.S. Route 17 crosses at Deep Creek in the City of Chesapeake. The bridge is functionally obsolete because of its narrow roadway and poor alignment with the connecting roads, compounded by increasing traffic volumes. It is also a major bottleneck for hurricane evacuation routes and hinders the movement of large vehicles due to its weight restriction. The authorized plan is to replace the bridge with a five-lane, split-leaf bascule bridge. The City of Chesapeake (local sponsor) will assume ownership and future operation, maintenance, repair, rehabilitation and replacement costs for the bridge, thus reducing future Federal expenditures, removing the bridge from Corps inventory and reducing risk. The City has contributed $20 million toward construction of the bridge.
ACTIVITIES FOR FY 2025: Project was fully funded with FY22 Work Plan funds. FY25 Work Plan funds in the amount of $3M was requested for Construction differing site condition. Previously appropriated funds are being used for construction escalation, labor costs, real estate easement extensions, construction material costs, and utility relocation costs.
PROPOSED ACTIVITIES FOR FY 2026: Funds will be used to pay for different and unforeseen site conditions, unmarked and unknown utilities, modifications, and increase in real estate easement extension costs. Continue supervision, administration, project management and other activities in support of construction.
ISSUES AND OTHER INFORMATION: The contractor encounters different and unforeseen site conditions, such as subsurface conditions and unmarked and unknown utilities, as indicated in the contract. Increase in real estate easement extension costs.
