  • CENAO-WRO (Coastal Seaplane)

    The Proposed Action is for Coastal Seaplanes to establish a commercial seaplane enterprise that will operate in the Elizabeth River and the York River in Virginia under current seaplane policy pursuant to 36 CFR § 328. This regulation requires the commercial operation of seaplanes from federal project waters to obtain written approval of the District Engineer following consultation with and the necessary clearance from the Federal Aviation Administration (FAA) and other appropriate public authorities and affected interests.

  • NAO-2024-02166 (Colonna Shipyard, Norfolk, Virginia)

    Colonna Shipyard is proposing to perform new and future maintenance dredging by mechanical methods to deepen the 5,450-foot federal channel on the Eastern Branch of the Elizabeth River in Norfolk, Virginia to provide safer ingress/egress to deeper draft vessels.

  • NAO-2010-00809 (NSN Dredging Phase II, Norfolk, Virginia)

    The Navy is requesting a permit modification for the Naval Station Norfolk (NSN) Maintenance Dredging individual permit that was issued on February 29, 2024 for the newly tested NSN Phase II areas that would allow additional dredged material placement options, to include ocean placement at the Norfolk Ocean Disposal Site (NODS), pipeline placement at the Craney Island Dredged Material Management Area (CIDMMA), disposal at an approved upland facility, or a combination of these alternatives. Comments should be received by the close of business on August 16, 2024.

    The Sponsor proposes to design, construct, establish, and operate Joyner Mitigation Bank (Bank). The sponsor is proposing to generate 68.24 wetland credits through 93.42 acres of wetland preservation, 4.67 acres of wetland enhancement, 54.57 acres of wetland creation, and 33.26 acres of upland buffer restoration. Public comment should be received by the close of business on February 7, 2024.
  • 408-NAO-2023-0120, City of Norfolk, Verizon line relocation

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33U.S.C. Section 408) has been received and will be evaluated by the Norfolk District. Written comments, including any objections to the proposed alteration, stating reasons therefore, are being solicited from anyone having an interest in the requested alteration. The authority to grant permission for temporary or permanent use, occupation or alteration of any USACE Civil Works project is contained in Section 14 of the Rivers and Harbors Act of 1899, as amended, codified at 33 USC 408 (“Section 408”). Section 408 authorizes the Secretary of the Army to grant permission for the alteration or occupation or use of a USACE project if the Secretary determines that the activity will not be injurious to the public interest and will not impair the usefulness of the project. The proposed action is also subject to the requirements and objectives of Executive Order (EO)11988, Floodplain Management and has the potential to impact floodplains. This notice complies with Section 2(a)(4) of EO 11988 and requests advance public comment to determine if there are any public concerns regarding potential impacts on floodplains.
