The applicant, Elizabeth River Crossings, OpCo, LLC is proposing modifications to the Midtown Tunnel construction permit which was originally issued in November 2012 for work in the Elizabeth River in the cities of Norfolk and Portsmouth. These modifications include deeper dredge cuts to remove unsuitable materials, revisions to the location and design of three temporary piers, and the use of timber pilings to support turbidity curtains. Public comment period ends Jan. 31, 2013.

The applicant proposes to construct seven new riprap breakwater structures, relocate an existing breakwater, demolish seven timber groins, improve the existing terminal groin, and excavate sandy material to be used to construct a dune and nourish the beach from approximately 8th View Street to Lea View Avenue in Ocean View.
