    The project site is approximately 23 acres and is generally located south of Route 60, south east of Bottoms Bridge, east of White Oak Road, in Henrico County, Virginia. The project site drains into the Chickahominy River, a tributary to the James River, a navigable water of the U.S. The applicant proposes to conduct mining activities within existing mining area. The applicant proposes to import approximately 370,000 cubic yards of fill material to the site once mining is complete. The fill material will be placed approximately 2-3 feet below the surrounding ground elevation and will be subsequently converted back to open water. These impacts were previously authorized but not taken prior to the expiration date of the permit. The project will temporarily impact approximately 19 acre of open water. No compensatory mitigation is required.

The project consists of the construction of a commercial development, 48 single family homes, 73 town homes, and associated erosion and sediment control structures, and wil permanently impact 1.46 acres of forested wetlands and temporarily impact 0.06 acre of forested wetlands and 0.18 acre of open water for the construction of roads, sanitary sewer lines, lots, low-impact development features, and a storm water pond. Public comment period ends May 29, 2014.
