The project is located in the Chickahominy River at the Chickahominy Riverfront Park at 1350 John Tyler Highway in Williamsburg, Virginia. In order to meet an increased demand in potable water in light of State mandated water withdrawal restrictions from the Powhatan Aquifer, James City County proposes to construct an 18 MGD raw water intake, reverse osmosis water treatment plant, utility lines connecting to the existing municipal water supply lines, and associated hyper-salinated water discharge outfall downstream of the intake at the Chickahominy Riverfront Park.

The project site is approximately 34 acres and is located at the terminus of Harley Club Drive, west of I-95, within an industrial park known as Northlake, in Hanover County, Virginia. The applicant proposes to continue development of an industrial park by developing an industrial lot. The applicant proposes to impact 0.41 acre of forested wetlands for the construction of parking, access road and sanitary sewer. These impacts were previously authorized but not taken prior to the expiration date of the permit. To mitigate for the proposed impacts, the applicant is proposing to purchase 0.82 wetland credit. Cumulative impacts for the development of Northlake are approximately 2.7 acres.

Phase I of the development (75 acres) was previously authorized under the SPGP and the applicant is seeking reauthorization of Phase I under the individual permit process. The project is approximately 241 acres and is located on the west line of Route 1, south of the Chickahominy River, in Henrico County, Virginia. The project site drains into the Chickahominy River, a tributary to the James River.
