  • FEDERAL PUBLIC NOTICE – NOTICE TO NAVIGATION INTERESTS - Craney Island Dredged Material Management Area: Impacts on Future Deposits Due to Limited Capacity

    Navigation Interested parties are hereby notified of the continued limited capacity at the Norfolk District’s Craney Island Dredged Material Management Area (CIDMMA). To accommodate infrastructure maintenance and engineering improvements to maximize dike raising efforts and future dredged material capacity, resumption of normal dredged material deposits into the upland cells and the rehandling basin of the CIDMMA are expected to be deferred through calendar year 2029 at a minimum. Potential CIDMMA users are urged to plan for alternative placement options for their projects through calendar year 2029.
  • NAO-2022-00145 (Fairwinds Landing, Dredging Heavy Lift Wharfs and Bulkhead, Norfolk, Virginia)

    Expiration date: 11/20/2025

    Fairwinds Landing LLC is proposing to dredge existing boat basins, replace existing bulkhead structures and install two heavy lift wharfs. All work is to occur in Norfolk, Virginia.

    Real Estate Pursuits 2 LC requests authorization to discharge fill material in 2.69 acres of palustrine emergent wetlands (including 0.43 acre of ditch), 1.16 acres of palustrine forested wetlands, and 0.18 acre of open water. These proposed impacts are for the construction of a data center campus consisting of 16 data center buildings, four substations, one security building, stormwater ponds, parking, and access and internal roads.

    The sponsor, Leeds Manor Conservation LLC, proposes the establishment of the Leeds Manor Mitigation Bank to offset non-tidal wetland and stream impacts authorized as part of future federal and state permits. The purpose of this notice is to solicit comments and recommendations from the public, federal, state, and local agencies and officials, Indian tribes, and other interested parties concerning the work as described below. All work is to occur in Fauquier County, Virginia.
  • 408-NAO-2025-0083 (Norfolk & Portsmouth Belt Line Railroad Bridge Fender Repair Project)

    Interested parties are hereby notified that a request for permission to alter a U.S. Army Corps of Engineers (USACE) federal project pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408) has been received and is under evaluation by the Norfolk District. This Section 408 request was submitted by the Norfolk & Portsmouth Belt Line Railroad (NPBLRR) to install ten (10) new 36-inch diameter steel pipe piles adjacent to the fixed span portion of the existing Norfolk & Portsmouth Belt Line Railroad vertical lift bridge that crosses the Southern Branch of the Elizabeth River between Chesapeake and Portsmouth, VA. All work shall be completed by barge with five (5) piles installed adjacent to the eastern and western abutments using an impact hammer driven full length. This project may alter the Norfolk Harbor & Channels Federal Navigation Project - Paradise Creek to Lamberts Bend Reach (aka Southern Branch Elizabeth River). Comments should be received by the close of business on October 30, 2025.
