    The Norfolk District, U.S. Army Corps of Engineers (Corps), is notifying the public of changes to the District’s Regulatory Program practices related to requests for jurisdictional determinations (JD) and confirmations of delineations of aquatic resources.
  • NAO-2025-01646 (Village Area B, Spotsylvania County, Virginia)

    Expiration date: 9/25/2025

    The applicant, Vakos Companies, requests authorization to permanently impact approximately 5.45 acres (237,382 square feet) of palustrine forested (PFO) wetlands, 0.04 acres (1,553 square feet) of palustrine emergent (PEM) wetlands, 302 linear feet of perennial (R3) stream channel, and 508 linear feet of intermittent (R4) stream channel. These impacts are associated with the construction of a mixed-use development, known as Village Area B, which will include single-family and multi-family residential housing alongside commercial and office space. The project area is located on the northwest side of Lake Anna Parkway, approximately 0.5 miles west of the intersection of Lake Anna Parkway and Brock Road; at Latitude 38.207086 and Longitude -77.602450; in Spotsylvania Courthouse, Spotsylvania County, Virginia.

  • NAO-2024-02897 (Dismal Swamp Mitigation Bank, Chesapeake, Virginia)

    Expiration date: 9/25/2025

    The Sponsor proposes to design, construct, establish, and operate a compensatory mitigation bank for the purpose of providing off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. The Sponsor has proposed that the Bank will consist of one site, the Dismal Swamp Mitigation Bank. The Site includes approximately 157 acres. All work is proposed to occur in Chesapeake County, Virginia.

    Effective August 25, 2025, the Norfolk District Regulatory Branch has updated its website contacts page. Individual project manager listings have been removed, and each geographic section now has a general phone number and email address. These changes are designed to streamline communication and ensure public inquiries receive timely, consistent responses.
  • 408-NAO-2025-0048 (Cape Charles City Harbor)

    Expiration date: 8/29/2025

    The U.S. Army Corps of Engineers Norfolk District has received a request from Coastal Precast Systems for permission to alter the Cape Charles City Harbor Federal Navigation Project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (Section 408). The proposed improvements include construction of a new boat launch ramp and temporary moorings to support the reconstruction of the Francis Scott Key Bridge in Baltimore Harbor. The temporary moorings would be removed upon completion of the Key Bridge project, while the boat ramp would remain permanently to provide barge maintenance service at the Coastal Precast Systems facility. Written comments must be received by August 29, 2025.
