The applicant proposes to construct a warehouse and distribution facility for use by multiple commercial entities. The site is approximately 170 acres and will include the construction of four (4) buildings, six (6) stormwater ponds, interior roads, and utility infrastructure, as well as a community space including a green space and walking trail. The permit area, including the total acreage of impacts to wetlands and waters of the U.S. resulting from permanent and temporary impacts, is 0.31 acres including 0.02-acre (529 linear feet) of stream, 0.25 acre of open water (POW) wetland, and 0.04 acre of forested (PFO) wetland. The purpose of the project is to expand the capabilities for commerce in the Hampton Roads area to meet growing needs.

The applicant is requesting a State Programmatic General Permit from the USACE Norfolk District under Section 404 of the Clean Water Act for the discharge of fill into 0.92 acre of waters of the U.S. The Norfolk District has determined that the proposed federal action would result in an adverse effect on the Bristoe Station Battlefield (076-5036/076-0024/076-5161) and archaeological resource 44PW0971. The Norfolk District is consulting further to develop and evaluate alternatives or modifications to the undertaking that could avoid, minimize, or mitigate adverse effects on historic properties. Public comments should be received by close of business July 11, 2023.

Lidl US LLC proposes to enter into a Memorandum of Agreement with the Norfolk District and Virginia Department of Historic Resources under Section 106 of the National Historic Preservation Act. The Edwards Ferry Retail project, a proposed grocery store and associated infrastructure, is located within the boundary of the Balls Bluff Battlefield Historic District in Leesburg, Virginia. Balls Bluff Battlefield Historic District is listed on the National Register of Historic Places. Public comment period ends Dec. 4, 2015.

Mecklenburg County (Permittee) is proposing to enter into a Memorandum of Agreement (MOA) with the US Army Corps of Engineers (Norfolk District) and Virginia Department of Historic Resources under Section 106 of the National Historic Preservation Act. The Mosley Cemetery (44MC0920) has been deemed eligible for, and recommended for inclusion in the National Register of Historic Places. In compliance with the NHPA, the Norfolk District is interested in identifying “consulting parties” with whom to coordinate the effects of the project on historic properties, and possible means of avoiding or mitigating adverse effects on such properties.
