    The Norfolk District Regulatory Branch is soliciting comments on the proposed issuance and re-issuance of the following Regional General Permits (RP): RP-01 and RP-11, both for use by the Virginia Department of Transportation. The Norfolk District issues Regional Permits for a category of activities in Virginia that would result in minimal environmental impacts and are not contrary to the public interest. The purpose of Regional Permits is to improve regulatory consistency, enhance program efficiency, avoid duplication with other agencies, and simplify the permitting process for the regulated public.

    Kotarides Developers, LLC proposes to construct Hickory Woods Subdivision impacting 82,519 square feet of Palustrine Emergent Wetlands (PEM), 8,650 square feet of Palustrine Forested Wetlands (PFO), 3,422 square feet of jurisdictional ditches, and 163 square feet of a ditch (outfall). Hickory Woods at completion will include112 townhomes, 54 single family units, associated commercial space, and infrastucture. The project is located in waters and wetlands associated with hydrologic unit code (HUC) 03010205 Northwest River watershed in Chesapeake, Virginia

    Wagman Heavy Civil is proposing improvements to an approximate six mile long section of Interstate-95 (I-95) southbound corridor between mile markers 135.3 and 129.3 in the City of Fredericksburg, Stafford County, and Spotsylvania County, Virginia. Proposed improvements include the addition of three lanes parallel to the I-95 southbound general purpose lanes between Truslow Road and 1.29 miles south of Route 3 (Exit 130). The proposed lanes would be designated as general-purpose lanes and serve the through traffic while the existing general-purpose lanes would be converted to collector-distributor lanes. The project would include associated roadway improvements at Route 17 and on I-95, and the construction of new pier supported bridges over the Rappahannock River and Route 17. The applicant proposes to permanently impact 0.101 acres of non-tidal wetlands and 1,552 linear feet of stream channel. To compensate for impacts, the applicant proposes to purchase mitigation bank and stream credits.

    The City of Virginia Beach proposes the rehabilitation of the fender system on the W. Great Neck bridge that crosses Long Creek and Wolfsnare Creek. Public Comment period ends May 31, 2018.

    Fallings Spring LLC proposes to modify the Bailey Mitigation Bank MBI to include the Barrs Property. The purpose of the Bank/Bank Site is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to wetlands and streams of the United States in the Chickahominy River Drainage Basin. The Sponsor plans to preserve 6,850 linear feet of the Chickahominy River, 3,355 linear feet of an unnamed tributary to the Chickahominy River, 4,742 linear feet of Collins Run, 2,696 linear feet of a braided channel associated with Collins Run, 203 acres of riparian buffer , and 48 acres of Palustrine Forested Wetlands (PFO) on the Barrs Property. These stream preservation credits are to be paired with stream restoration/enhancement credits from the site approved with the Bailey Mitigation Bank MBI.
