    NAO-2015-01443-03/07/2017: Chesapeake Land Development, LLC proposes to establish and operate a tidal wetland compensatory mitigation bank to provide off-site compensatory mitigation for projects that result in unavoidable impacts to tidal wetlands within the specified geographic service area. The proposed mitigation bank site, to be known as New Mill Creek Tidal Mitigation Bank, is comprised of approximately 29 acres of land located on New Mill Creek, a tributary of the Southern Branch of the Elizabeth River, in Chesapeake, Virginia. The public comment period ends April 6, 2017.

    The applicant proposes to install 210 linear feet of sheetpile bulkhead, dredge by mechanical methods a 380-foot by 140-foot basin to -42 feet MLW, install a 380-foot by 124-foot drydock structure (including apron), two associated mooring dolphins and a ramp to provide access from the shipyard to the drydock. An existing pier located in the footprint will be removed. The project is located in the Eastern Branch of the Elizabeth River a tributary to the Chesapeake Bay, at 1818 Brown Avenue, Norfolk, Virginia.

    The project site is approximately 23 acres and is generally located south of Route 60, south east of Bottoms Bridge, east of White Oak Road, in Henrico County, Virginia. The project site drains into the Chickahominy River, a tributary to the James River, a navigable water of the U.S. The applicant proposes to conduct mining activities within existing mining area. The applicant proposes to import approximately 370,000 cubic yards of fill material to the site once mining is complete. The fill material will be placed approximately 2-3 feet below the surrounding ground elevation and will be subsequently converted back to open water. These impacts were previously authorized but not taken prior to the expiration date of the permit. The project will temporarily impact approximately 19 acre of open water. No compensatory mitigation is required.

This project is necessary to provide access and safe navigation in support of national defense to JBLE-Langley in Hampton, Virginia, from the Chesapeake Bay.
