    Norfolk District announces the issuance of Regional Permit 11 in support of the administration's initiative to streamline the approval and construction of infrastructure projects in Virginia. RP-11 is for use by the Virginia Department of Transportation to expedite projects that would qualify for a nonreporting nationwide permit but for the Endangered Species Act general condition. RP-11 will allow VDOT to go to construction more quickly in cases where it can comply with the Endangered Species Act through informal consultation. In those cases, a preconstruction notification is not required, but VDOT will report the projects proceeding under RP-11.

    The Norfolk District Regulatory Branch is soliciting comments on the proposed issuance and re-issuance of the following Regional General Permits (RP): RP-01 and RP-11, both for use by the Virginia Department of Transportation. The Norfolk District issues Regional Permits for a category of activities in Virginia that would result in minimal environmental impacts and are not contrary to the public interest. The purpose of Regional Permits is to improve regulatory consistency, enhance program efficiency, avoid duplication with other agencies, and simplify the permitting process for the regulated public.

    Lawrence Ramsey VDOT, applicant is proposing to replace the structurally deficient Structure 9760 east bound along I-64 and west bound structure 9762 along I-64, the two existing I-64 E and W bridges, over Route 156, with one structure and increasing the vertical clearance from 14’6” to 16’6”, required by AASHTO LRFD Bridge Design Specifications. The increase in vertical clearance will be derived from a combination of roadway profile raise and optimizing replacement structure depth. Widening will occur to the inside. No changes to the horizontal alignment of I64 are proposed however, Route 156 will be brought up to standard to the termini of the merge/acceleration lanes. The interchange will be converted from a cloverleaf to a partial cloverleaf in an attempt to reduce the construction limits and impacts along Route 156, the ramps, and the loops of the interchange.
