    Highlands Conservation Group, LLC proposes to establish, design, construct, and operate a wetland and stream compensatory mitigation bank to provide off-site compensatory mitigation for projects that result in unavoidable impacts to wetlands and streams within the specified geographic service area. The proposed mitigation bank, is approximately 80 acres of land within the Big Sandy River watershed, Tazwell County, Virginia. The public comment period ends March 8, 2017.
