    The applicant is proposing to permanently impact 0.69 acre of palustrine emergent wetlands and to temporarily impact 0.31 acre of palustrine emergent wetlands for the construction of a two-lane road in Chesterfield County, Va. The proposed road will ultimately connect the existing Meadowville Parkway to Enon Church Road. Public comment period ends Oct. 10, 2013.

    The site sponsor proposes to design, construct, and steward a compensatory wetland and stream mitigation site which is known as LJ-15 Chippokes Creek (Bacon’s Castle). The purpose of the mitigation project is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to stream and other waters of the United States in the Lower James Drainage basin. The goal of the mitigation site is to provide appropriate mitigation for impacts, within the authorized service area, by performing stream, wetland and riparian buffer preservation and restoration.

The applicant requests additional authorization to impact 2.45 acres of palustrine open water (borrow pits) and 290 linear feet of intermittent stream for the purpose of expanding the existing landfill with appropriate mitigation.
