    City of Virginia Beach proposes to replace the existing Sandbridge Road bridge over Hell Point Creek, by constructing a temporary road and bridge, dismantling the old bridge, and then constructing a new bridge at elevation 5.5 feet in the same location as the existing bridge.

    Based on analysis of several precipitation recording stations and reference groundwater monitoring wells within the Hampton Roads region, the Norfolk District has determined that antecedent precipitation conditions have been within normal ranges for Lake Kilby, Langley & Williamsburg, and above normal ranges for Norfolk. Based on plant biological activity the growing season in southeastern Virginia started by the last week in February.

The project site is approximately 56 acres and is located west of the Hallsley residential development, north of Swift Creek, south of Hermon Road, in Chesterfield County, Virginia. The site drains into Swift Creek, a tributary to the Appomattox River, which drains into the James River, a navigable water of the U.S.
