Position Title: Student Trainee (Construction Control Representative)
Series/Grade: GS-0899-04. Only one position will be filled through this Public Notice at the GS-04 level.
Conversion: Post-secondary students may be noncompetitively converted to a permanent career or career-conditional appointment in the competitive service within 120 days of successful completion of their academic program requirements. As a condition of employment, a student’s appointment expires 120 days after completion of the designated academic course of study, unless the student is selected for noncompetitive conversion pursuant to this authority.
Full Performance Level: GS-0809-11 after conversion. Promotion up to the GS-11 level can occur without further competition once all training, regulatory and performance requirements are met.
Duty Location: Richmond, Virginia.
Salary Range: $31,672 - $41,172 (GS-4)
Work Schedule: Full-time

Relocation: Relocation (PCS) expenses are not authorized
Travel Requirement: 10% Temporary Duty Travel required

Eligibility Requirements: An individual who meets the following may apply for the DHA for Post-Secondary Students & Recent Graduate Program:
Post-Secondary Students: Be accepted or enrolled and seeking a degree or certificate in a qualifying educational institution on a half-to-full time basis. The degree or certificate must be directly related to the duties of this position. The incumbent must meet the definition of “student” throughout the duration of their appointment. The qualifications requirements below must be met in addition to eligibility requirements.
Individual Occupational Requirements for Construction Control Representative (0809):
For GS-4:
Successful completion of 2 years of study that included at least 12 semester hours of courses in one or a combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). You will receive credit for all qualifying experience.
Responsibilities/Duties:
This position provides for the development and training of a college student under the district's Student Career Experience Program, which includes assignments to planned phases of construction duties and responsibilities. Assignments become more responsible as incumbent increases knowledge and skills through work experience and academic training. Performs the following typical duties:
Applies basic principles, elementary theories, and readily available data to perform recurring assignments, and applies basic principles and practices to resolve less complex problems related to construction contracts. Researches technical issues to obtain information for engineers and managers. Enters data into computer database programs regarding construction labor budget estimates. Provides support to contract management staff regarding processing of contract modifications, pay estimates, and other contract administration issues. Assists Quality Assurance staff in posting plans and specifications, reviewing designs, and other quality assurance functions as assigned.
