    Interested parties are hereby notified that a request has been received for permission to alter a U.S. Army Corps of Engineers (USACE) federal civil works project (USACE project), operated and/or managed by the Norfolk District, pursuant to Section 14 of the Rivers and Harbors Act of 1899, 33 U.S.C. 408 (Section 408). Under Section 408, the Norfolk District has the authority to grant permission for temporary or permanent use, occupation or alteration of any USACE project as long as it is determined that the activity will not impair the usefulness of the project and will not be injurious to the public interest. Written comments should be received by the close of business on July 16, 2025.
  • NAO-2024-2627 (Southeast Supply Enhancement Project, Pittsylvania County, Virginia)

    Expiration date: 7/28/2025

    Transcontinental Gas Pipe Line proposes to construct the Southeast Supply Enhancement Project consisting of the installation of 55.3 miles of 42-inch-diameter natural gas pipeline (Virginia and North Carolina), additions to compression facilities (Virginia and North Carolina) and facility modifications (North Carolina, South Carolina, Georgia, and Alabama). The subject of this notice is specific to the actions of SSEP requiring a DA permit under the provisions of Section 404 of the Clean Water Act, which consists of the proposal to construct 55.3 miles of natural gas pipeline known as the Salem and Eden Loops located in North Carolina and Virginia. The Wilmington District will receive written comments on the proposed work, as outlined above, pertaining to both the Wilmington District and Norfolk District areas of responsibility, until July 28, 2025.

    The Commonwealth of Virginia, Department of Environmental Quality is proposing to develop an In-Lieu Fee Compensatory Mitigation Program referred to as “Wetland and Stream Replacement Fund In-Lieu Fee Mitigation Program” pursuant to Title 33 Code of Federal Regulations, Section 332. Comments should be received by the close of business on July 28, 2025.
  • Joint Public Notice: Notice of Availability of the Regional Streamflow Duration Assessment Methods for the Northeast and Southeast

    The U.S. Army Corps of Engineers (Corps) Baltimore, Buffalo, Charleston, Chicago, Detroit, Fort Worth, Galveston, Huntington, Jacksonville, Kansas City, Little Rock, Louisville, Memphis, Mobile, Nashville, New England, New Orleans, New York, Norfolk, Philadelphia, Pittsburgh, Savannah, St. Louis, Tulsa, Vicksburg, and Wilmington Districts, and the U.S. Environmental Protection Agency (EPA), Regions 1, 2, 3, 4, 5, 6, and 7 jointly announce the availability of the Regional Streamflow Duration Assessment Methods (Regional SDAMs) for the Northeast and Southeast (dated June 12, 2025). The methods are rapid assessment tools to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northeast and Southeast SDAM Regions.

    The applicant is proposing to construct a compositing facility for the conversion of organic biosolids and wood waste into compost for commercial sale. The proposed project, known as the Synagro Compositing Facility, will include site grading, vehicle accessways and two automotive parking areas, stormwater basins, active bays, curing bays, and overs pile, finished pile, finished product storage areas, mulch pile, scale house, office building, biosolid building and loadout pad. The proposed development will result in permanent impacts to 1.90 acres of wetlands and 83 linear feet of intermittent stream. The purpose of the project is to construct a facility for composting biosolid byproducts.
