    The applicant proposes construct a portion of a sanitary sewer line associated with the development of an apartment complex consisting of 373 units and associated roads, utilities, and parking in Goochland County, Virginia. The project site drains into Broad Branch, a tributary to Tuckahoe Creek, which drains into the James River, a navigable water of the U.S.

    The Navy proposes to continue the construction of the North Gate, South Gate and perimeter fence project that was originally authorized under a State Program General Permit (SPGP). The majority of the work has already been completed. The applicant proposes additional impacts, which are now beyond the limits of the SPGP. The total impacts for the project include fill in 0.22 acres of forested wetlands and permanent conversion of 1.10 acres of forested wetlands to emergent wetlands. The project is located at NASO Dam Neck Annex in Virginia Beach, Virginia in Redwing Lake and Lake Tecumseh, tributaries to Back Bay.

    The applicant proposes to construct a road extension and a parking lot modification associated with the existing Commonwealth Green development, which will result in impacts to 0.557 acres of non-tidal wetlands. The applicant proposes to offset those impacts through the purchase of 1.114 credits from an approved wetland mitigation bank.
