    The project will construct two, co-located, automobile dealerships, totaling 55,000 square feet, including service areas, customer and inventory parking, stormwater management structures, and other associated infrastructure. In order to construct this facility, the applicant will permanently fill 1.92 acres of forested wetland. The Norfolk District will receive written comments on the proposed work until April 30, 2025.

    New Bay, LLC is proposing a to design, construct, establish, and operate the Boydton Regional Umbrella Mitigation Bank (Bank). The Sponsor has proposed that the Bank will consist of two (2) sites, the Antlers Road Site and the Youngs Road Site. The Sites total approximately 385 acres. All work is proposed to occur in Mecklenburg County, Virginia.

    Napolitano Homes, Inc. is proposing to construct Viridian Reserve, Phase IV, a senior residential development of 61 single-family homes and associated infrastructure (access roads, stormwater management, etc) on an approximately 27-acre parcel in Chesapeake, Virginia. This proposed development would result in the permanent loss of approximately 1.4 acres of non-tidal wetlands. The Norfolk District will receive written comments on the proposed work until April 25, 2025.

    Dominion West, Inc. is proposing to construct age-restricted (55+) residential housing (condominiums and townhomes) on approximately 103 acres along Dominion Boulevard South in the Grassfield School District of Chesapeake, Virginia. The project would result in permanent impacts to approximately 2.5 acres of non-tidal wetlands and 0.92 acres of other non-tidal waters. The Norfolk District will receive written comments on the proposed work until April 25, 2025.
  • NAO-2024-02682 (Fredericksburg to Aquia Rebuild/ City of Fredericksburg and Stafford, Virginia)

    The applicant is proposing to rebuild Fredericksburg- Aquia Harbour Lines #29, #2104, #2157, and #2083 Partial Rebuild Project (Project) stretching 12.8 miles from Fredericksburg Substation, located in the City of Fredericksburg, to the Aquia Harbour Switching Station, located in Stafford County. Comments should be received by the close of business on April 7, 2025.

    The Surry Power Station is located on the south side of James River and recently received an extended license for Unit 1 and Unit 2 until 2052 and 2053, respectively. An existing 1,750-foot channel associated with the Surry Power Station’s intake structure receives maintenance dredging under permits (NAO-2008-01451/NAO-2016-01202 and #2019-1433), which allows for a 150-foot-wide channel to minus 11 feet mean low water.

    Nestle Purina Petcare Company is requesting a permit modification for the expansion of an existing clay mining operation in King William County, VA for an individual permit that was issued on March 12, 2020. The work will involve removal of overburden and mining of Calvert formation clay from an additional 76.4 acres of extractable area. The modification will result in the additional permanent impacts to 1.02 acres of nontidal forested wetlands and 2,464 linear feet of stream channel. Comments should be received by April 12, 2025.

    The Sponsor proposes to design, construct, establish and operate a stream and non-tidal wetland compensatory mitigation site known as SH-8 Mt. Sydney in the Shenandoah River watershed. The Sponsor proposes to generate approximately 11, 943 Unified Stream Methodology (USM) credits and approximately 35.64 non-tidal wetland credits through the completion of on-site restoration, enhancement, and preservation activities.     NAO-1988-00021 - Availability of Final EIS SPSA Regional Landfill Expansion

    Availability of Final EIS for the Southeastern Public Service Authority (SPSA) Regional Landfill Expansion. The Notice of Availability for the Final EIS was published in the Federal Register on February 28, 2025. Federal, State and Local agencies, as well as private individuals, organizations or groups, are invited to provide comment for our consideration as we work towards development of a Record of Decision (ROD). The FEIS is not the decision document. Rather, its purpose is to inform the public and other agencies of potential impacts associated with the Applicant’s proposal. The Corps will execute a final decision regarding the proposed action and complete a ROD no sooner than 30 days (March 31, 2025) following publication of the Notice of Availability of the Final EIS. Comments must be received by the Corps by the close of business on March 31, 2025.

    USACE, Virginia Beach to host public meetings on Coastal Storm Risk Management Study Feb 3-8

    The U.S. Army Corps of Engineers Norfolk District alongside the City of Virginia Beach will host four in-person engagement opportunities during the week of Feb. 3-8 in support of the Virginia Beach Coastal Storm Risk Management Feasibility Study.
  • Federal Public Notice

    The U.S. Army Corps of Engineers (USACE), as part of an interagency effort with the U.S. Environmental Protection Agency, the U.S. Fish and Wildlife Service and the U.S. Department of Agriculture Natural Resources Conservation Service, is announcing the availability of the draft changes to the 2024 National Wetland Plant List and its web address to solicit public comments. The public now has the opportunity to comment on the proposed changes to wetland indicator status ratings for one plant species in the Atlantic and Gulf Coastal Plain and Eastern Mountains, and Piedmont regions and one species in the Midwest and Northcentral and Northeast regions. Additionally, changes to eight species in the Alaska Region are proposed and available for public comment. The Federal Register Notice (FRN) for the 2024 NWPL update can be found here: https://www.federalregister.gov/documents/2025/01/28/2025-01798/national-wetland-plant-list. The public comment period ends on 31 March 2025.

    The U.S. Fish and Wildlife Service (USFWS) Chincoteague National Wildlife Refuge (NWR) Beach Parking Relocation project is designed to relocate infrastructure and facilities needed to support the recreational beach including parking, access road, and facilities. The current recreational beach and parking lots have experienced severe damage over the years due to strong winds, waves, and storm surges in conjunction with high tides. Destruction of the existing recreational beach and parking lots is expected to reoccur on a regular basis in the future and more frequently. Therefore, to continue providing recreational beach access to visitors, relocation of the recreational beach is recommended. Comments should be received by the close of business on March 3, 2025.
