    NAO-2022-00788 (NNSY Reconstruct Berths 40 and 41, Portsmouth, Virginia)

    The U.S. Navy is proposing to remove the open-pile wharfs at Berths 40 and 41, located at Norfolk Naval Shipyard, Portsmouth, VA, and reconstruct these facilities as enclosed wharf systems in the same location. Due to the presence of elevated concentrations of Total Petroleum Hydrocarbons (TPH), oil and grease, and other anthropogenic chemical constituents (metals and PCBs), construction will include a variety of measures to (a) control resuspension of contaminated sediments during construction to prevent redeposition within the waterway, (b) remove contaminated sediments by dredging where operationally feasible and (c) isolate contaminated sediments from the aquatic environment with structural means where removal is not feasible. Public comments should be received by the close of business on October 13, 2023.

  • Willoughby Navigation Channel Draft Supplemental Environmental Assessment

    The Norfolk District has prepared a draft Supplemental Environmental Assessment to assess the potential impacts for maintenance dredging the entrance channel of the Willoughby Channel to a maximum depth of -14 ft MLLW. The entrance channel is 300 feet (ft) wide, extending into Willoughby Bay and tapering to 200 ft wide and 1.5 miles long from deep water in Hampton Roads to a point opposite the extreme tip of Willoughby Spit. Public comments should be received by the close of business on September 25, 2023.

  • NAO-2021-00207 (Buchanan Minerals Impoundment, Buchanan County, Virginia)

    PROJECT DESCRIPTION AND PURPOSE:  Construct a freshwater impoundment for the retention and delivery of sufficient quality and quantity of water to the adjacent coal preparation plant to facilitate continued coal extraction/recovery of metallurgical bituminous coal from the existing underground Buchanan No. 1 mine for an anticipated 25-years.  The proposed impoundment is planned to provide for 96-acre-feet of storage and the applicant anticipates that it would provide 2,400 gallons per minute, or approximately 3.5 million gallons per day of freshwater, for processing raw material for a targeted annual output of 1-2 million tons of cleaned coal.  Construction of the impoundment would permanently impact approximately 1,340 linear feet of Garden Creek.  Specifically,  the construction of the dam would result in a permanent loss of 480 linear feet of streambed and the subsequent backfilling of Garden Creek would result in a permanent conversion of 860 linear feet of stream habitat to open water habitat.

    The Navy is proposing to perform maintenance dredging at Naval Station Norfolk on the Elizabeth River and Willoughby Bay in Norfolk, Virginia. This project includes maintenance dredging throughout the installation and ocean and/or upland disposal of the dredged material. Approximately 7.7 million cubic yards of material will be dredged from a 340-acre area during the 10-year maintenance period. Dredge material disposal alternatives include ocean placement at the Norfolk Ocean Disposal Site (NODS), placement at the Craney Island Dredged Material Management Area, and/or disposal at another upland site. This public notice is being issued for comments related to the regulatory permits, and also to satisfy the requirements for Section 103 of the Marine Protection, Research, and Sanctuaries Act of 1972. Public comments should be received by close of business Sept. 13, 2023.
  • CIEE Top Ten Feet Supplemental Environmental Assessment

    The Norfolk District has prepared a draft Supplemental Environmental Assessment to assess the potential impacts of the proposed placement of dredged material from the top ten feet of the Pre-Dredge and Access Areas of the Craney Island Eastward Expansion (CIEE) Project at the Norfolk Ocean Disposal Site (NODS). Currently, the top ten feet of material in the Pre-Dredge and Access Areas is to be placed at the Craney Island Dredged Material Management Area (CIDMMA). The purpose of this Proposed Action is to allow for suitable material from the top ten feet of sediment from the Pre-Dredge and Access Areas of the CIEE project to be disposed of at the NODS due to a lack of capacity at the CIDMMA presently and in the near future. The CIEE Project is located in Portsmouth, Virginia and the NODS is located in federal waters. Public comments should be received by the close of business on Sept. 7, 2023.

    Pursuant to Section 103 of the Marine Protection, Research, and Sanctuaries Act (MPRSA) of 1972 and USACE policy 33 Code of Federal Regulations (CFR) 337.1, this Public Notice serves as the U.S. Army Corps of Engineers, Norfolk District (Corps) notification relating to proposed transport for the purpose of disposal of suitable dredged material from the Norfolk Harbor Federal Navigation Project, Thimble Shoal Channel – West (TSC-W) at the Dam Neck Ocean Disposal Site (DNODS).     NAO-2023-01675 (23-RP-15 Reissuance, Virginia)

    The U.S. Army Corps of Engineers - Norfolk District (Corps) Regulatory Branch is proposing the reissuance of Regional Permit 15 (RP-15). RP-15 authorizes the maintenance of existing drainage ditches originally constructed in and previously authorized in navigable waters and waters of the United States for either mosquito control purposes or to maintain drainage from upland areas for the purposes of storm water management. The Corps issues RPs for a category of activities in Virginia that would result in minimal environmental impacts and are not contrary to the public interest. Public comments should be received by the close of business on August 29, 2023.

  • JBLE Langley to conduct annual mosquito spraying mission

    The 757th Airlift Squadron assigned to Youngstown Air Reserve Station, Ohio, will conduct an aerial mosquito spray over Langley Air Force Base, Craney Island and the Churchland section of Portsmouth overnight Wednesday, July 26, 2023. In the event of weather or mechanical delays, the mission will take place on Thursday, July 27, 2023. Although no insecticide applications will occur outside the target areas of Langley Air Force Base and Craney Island/Churchland, the Pest Management department recommends that beekeepers adjacent to these areas cover their hives in the evening to help prevent any loss of bees.
