    Today, the U.S. Army Corps of Engineers (USACE) Norfolk District, in partnership with Miami-Dade County, released the Miami-Dade County Back Bay (MDBB) Coastal Storm Risk Management (CSRM) Feasibility Study Integrated Draft Report and Environmental Assessment for a 30-day public review and comment period.

  • Media Advisory: Atlantic Ocean Channel Phase II Groundbreaking Ceremony

    The U.S. Army Corps of Engineers Norfolk District, Port of Virginia and the City of Virginia Beach will host a groundbreaking ceremony for the commencement of the Atlantic Ocean Channel Phase II on Thursday, April 25, 2024, from 10:00 am to 11:00 am.

  • NAO-2022-01616 (Grayson Commons Project, Chesapeake, Virginia)

    The applicant is proposing to construct a multi-family residential development with six (6) apartment complexes, 106 townhomes, a clubhouse, a utilities building, parking and internal roadways, three (3) stormwater ponds, and a commercial site. The proposed development will include a residential neighborhood, known as Grayson Commons, with a commercial retail portion. As proposed, the project will permanently impact a total of 1.77 acres of palustrine forested (PFO) wetlands and 0.22 acre of palustrine unconsolidated bottom (PUB) tributary. The proposed impacts will result from grading and fill associated within the construction of the planned residential and commercial development, access roads through the property, stormwater management infrastructure, and utilities. The purpose of the project is to construct and provide residential housing within southern Chesapeake. Public comments should be received by the close of business on May 15, 2024.

  • NAO-2023-02174 (Hogans Belt Mitigation Bank, Loudoun County, Virginia)

    The Sponsor proposes to design, construct, establish, and operate Hogans Belt Mitigation Bank (Bank). The sponsor is proposing 35.03 wetland credits be generated through wetland creation (22.6 acres), wetland enhancement (24.7 acres), wetland preservation (1 acre), upland buffer reforestation (25.9 acres), and forest preservation (7.1 acres) across two project areas. The purpose of the Bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. including wetlands. Comments should be received by the close of business on May 11, 2024.

  • NAO-2023-00311 (I-64 Gap A, New Kent County, Virginia)

    Construction of additional travel lanes along I-64 in the first of three “Gap” segments that will adjoin segments of I-64 that have a minimum of six travel lanes. The proposed addition of a third travel lane in each direction will increase connectivity between Richmond and Hampton Roads. Public comments should be received by the close of business on May 9, 2024.

    The Norfolk District Regulatory Branch is proposing to hold monthly meetings for Virginia Department of Transportation (VDOT) Design-Build contractors (post-award) and localities operating under the VDOT Locally Administered Projects (LAP) Program. These meetings will occur on the second Monday of each the month, from 1-2pm, beginning May 13, 2024.

    NAO-2024-00409 (West Area High School, Chesterfield, Virginia)

    Chesterfield County is proposing to construct a new high school, known as West Area High School, including construction of an approximately 266,000 square foot academic building, parking lots, bus loop, drop off loop, two baseball fields, two softball fields, six tennis courts, a full-length football field, track, and three natural grass fields located south of Horsepen Creek and north of Duval Road in Chesterfield County, Virginia. Public comments should be received by the close of business on April 24, 2024.

    Main Street Homes is proposing to construct 150 single-family homes on 268 acres north of Beach Road (SR 655), east of Brandy Oaks Boulevard, west of Derryveach Drive, and south of Third Branch in Chesterfield County, Virginia. Comments should be received by the close of business on April 10, 2024.

    The project includes the installation of a vinyl bulkhead 50 linear feet in length and backfilling approximately 1,383 square feet of waters of the U.S. (1,215 square feet/0.029-acre of open water and 168 square feet/0.004-acre of mudflat) to convert an existing manmade boat basin to uplands. Comments should be received by the close of business on April 4, 2024.

    6801 Woolridge Road-Mosely LP is proposing to construct apartments, roads, utilities, and stormwater management facilities, to be known as Magnolia Green Phase III Apartments, in Chesterfield County, Virginia. Comments should be received by the close of business on March 15, 2024.

    NAO-2024-00126 (Ragged Island Restoration, Isle of Wight County, Virginia)

    The Virginia Department of Wildlife Resources proposes to create a living shoreline along 1.2 miles of the James River shoreline at the Ragged Island Wildlife Management Area in Isle of Wight County, Virginia. The applicant proposes to construct 62 rip rap breakwaters creating 1.97 acres of rock substrate to protect the shore and encourage oyster growth, and use imported sand to restore 5.26 acres of tidal marsh lost to erosion. The overall project would result in direct impacts to 0.14 acres of tidal wetlands, 0.85 acres of unvegetated intertidal waters, and 6.4 acres of subaqueous land. Comments should be received by the close of business on 29 March 2024.

  • Proposed VPRA-USACE Liaison Funding Agreement

    This Public Notice announces the preliminary intent of the U.S. Army Corps of Engineers Norfolk District (Corps) to accept and expend funds from the Virginia Passenger Rail Authority (VPRA) to expedite processing of their Department of the Army (DA) permit applications subject to certain limitations. Comments should be received by March 4, 2024.

  • NAO-2022-01615 (Crosspointe Logistics Center, Prince George, Virginia)

    The applicant is proposing to construct a large-scale industrial campus including one 895,000 square foot, one 1,200,000 square foot, and one 250,000 square foot building with associated tractor trailer, loading and separate employee auto parking, and supporting stormwater management (SWM) infrastructure. As proposed, the project would permanently impact 10.33 acres of wetlands and waters of the U.S. (WOUS). The proposed permanent impacts consist of 8.05 acres of palustrine forested (PFO) wetlands, 2.19 acres of palustrine emergent (PEM) wetland, and 0.09 acres of palustrine open water (POW). These proposed impacts will result from grading and fill associated with the construction of the planned industrial development, various access roads through the property to allow for safe and reliable flow of tractor trailers, stormwater management infrastructures, utilities and the construction of a paved parking lots associated with the proposed project. Comments should be received by the close of business on March 15, 2024.

    NAO-2016-00218 (Cedar Terrace, Loudoun County, Virginia)

    The applicant proposes to construct a mixed-use development, to be known as Cedar Terrace, within the existing South Riding community and in proximity to the existing South Riding Market Square retail development. The project would include 383 residential units and seven commercial/retail buildings, open space, active recreation areas, parking, stormwater management, and associated utilities and infrastructure. The proposed project would permanently impact 0.32 acre of palustrine forested wetlands (PFO), 0.33 acre of palustrine scrub-shrub wetland (PSS), 0.40 acre palustrine emergent wetland (PEM), and 2,903 linear feet of stream. In addition, 94 linear feet of stream are proposed as temporary impacts for the development. Comments should be received by the close of business on March 1, 2024

    Interested parties are hereby notified that multiple requests for permission to alter a U.S. Army Corps of Engineers (USACE) project pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) have been received and will be evaluated by the Norfolk District. Written comments, including any objections to the proposed alteration, stating reasons therefore, are being solicited from anyone having an interest in the requested alteration.     The Norfolk District is pairing with the City of Hampton on the Virginia Peninsula Coastal Storm Risk Management Feasibility Study and taking a step toward building the resilience of the Peninsula region against coastal flooding.

  • NAO-2023-02171 (Cloverland Farm Mitigation Bank, Fauquier County and Prince William County, Virginia)

    The Sponsor proposes to design, construct, establish, and operate Cloverland Farm Mitigation Bank (Bank). The sponsor is proposing 15.35 wetland credits to be generated through 107.46 acres of wetland enhancement and 63.01 acres of upland buffer preservation and enhancement. The sponsor is proposing 36,506 stream credits to be generated through enhancement of 39,242 linear feet of stream and 353 acres of riparian buffer. The purpose of the Bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. including wetlands and streams. Public comment should be received by the close of business on February 16, 2024.
