    Waste Management of Virginia, Inc. is proposing an undertaking to construct 16 new landfill cells at the existing Charles City Landfill. The project site is located within the St. Mary’s Church Battlefield a historic property potentially eligible for listing on the National Register of Historic Places. In compliance with regulations implementing Section 106 of the National Historic Preservation Act (NHPA), the Norfolk District is soliciting comments on the proposed project from the public; Federal, state, and local agencies and officials; Native American Tribes; and other interested parties. This public notice provides an opportunity for members of the public to express their views on the undertaking’s effects on historic properties and resolution of adverse effects.

    JCC, LLC requests reauthorization to permanently impact 1.50 acres of palustrine forested wetlands, 0.04 acres of palustrine forested conversion, 562 linear feet of stream channel in order to finish construction of Sections 3, 4, 5, and 6 of the Liberty Ridge Subdivision which was permitted in September 2006. The project is located on 307.5 acres off Liberty Ridge Parkway, east of Colby Swamp and west of Centerville Road in James City County.

    DWC Holdings, LLC is proposing Phase I of the proposed Rivana at Innovation Station project to construct a mixed-use development providing a walkable urban center connecting to a future Metro station in Loudoun County, Virginia. Phase I will include with 250,000 square feet of office space, 2,000 residential units, a 265-room hotel, and communal open space. Phase II of the project includes 1,185 linear feet of stream restoration associated with a tributary of Horsepen Run within the western portion of the project area. The project is located northeast and adjacent to the Dulles Greenway (State Routes 267) and Sully Road (Route 28) interchange and is bounded to the north and southeast by Innovation Avenue; the former Innovation Avenue currently bisects the study area in Loudoun County, Virginia.

The basin will be 3.05 acres in size and is designed to attenuate the 100-year storm event. The BMP would result in the permanent loss of 0.75 acres of non-tidal forested wetlands and 673 linear feet of intermittent stream channel.

    The U.S. Army Corps of Engineers (USACE), Norfolk District and the Virginia Department of Environmental Quality (DEQ) worked with the Interagency Review Team (IRT) to develop the Draft 2022 Monitoring Report Template (Template) for use in the Commonwealth of Virginia. Comments should be received by the close of business on December 17, 2022.

    Lancaster County Board of Supervisors, RL PROP. 2011 Investments, LLC, and The Landing Owners Association propose to remove concrete debris and portions of existing stone groins; construct five armor stone breakwaters, two armor stone spurs, beach nourishment; and add new plantings. The project would result in the loss of 0.57 acre of subaqueous bottom and 0.02 acre of tidal non-vegetated wetlands (covering existing stone groins). In addition, the ecological restoration would include 2.81 acres of beach nourishment and 0.96 acre of new beach and dune plantings. The project is located on the Rappahannock River at Westland Beach, Windmill Point Marina, and the Landing Owners Association at the end of Windmill Point Road, in Lancaster County, Virginia. Public comments should be received by the close of business on December 12, 2022.
