The applicant proposes to modify the previously authorized Commonwealth Green development to include new impacts associated with a parking lot which will result in an additional 3,681 square feet (0.0845 acres) of impacts to forested wetlands, and to construct an additional entrance road which will connect the development to Route 17, resulting in an additional 0.5 acres of forested wetland impacts. The proposed new wetland impacts on the site will be compensated for through the preservation of wetlands on-site and through the purchase of credits from a private wetland mitigation bank.

Changes to the Virginia Dam Safety Regulations resulted in the Lee Hall Reservoir’s Lower Dam and CSX Causeway being classified as “regulated structures. Engineers determined that both dam structures are non-conforming and undersized to perform under this regulation. Additionally, both structures are classified as high-hazard potential structures. Therefore, the purpose and need of this project is to engineer, design, and construct modifications to insure public safety and bring the entire system into compliance with the Virginia Dam Safety Regulations. Public comment period ends June 3, 2013.
