    The Norfolk District announces the issuance of the 2023 State Programmatic General Permit for piers, aquaculture, shoreline, dredging, and other activities (23-SPGP-PASDO). Effective September 5, 2023, the 23-SPGP-PASDO permit replaces and supersedes Regional Permits (RP) 02, 17, 18, and 19.

    The original public notice for this proposed State Programmatic General Permit (SPGP) was published on October 17, 2022. The revised 23-SPGP-PASDO is attached for public comment. Comments on the proposed issuance of the revised 23-SPGP-PASDO should be in writing and should be received by the close of business on March 30, 2023.

    The U.S. Army Corps of Engineers - Norfolk District (Corps) announces an administrative correction to the 22-SPGP- LT. The 22-SPGP- LT was issued on August 4, 2022 and went into effect on August 8, 2022. Via this public notice we announce a correction to the wetland mitigation statement in Section II(b)(4) to properly reflect the 22-SPGP-LT compensation requirements, which are also listed in General Condition 21.

    NAO-2022-00415 with revised suspense date : Description: The U.S. Army Corps of Engineers - Norfolk District (Corps) proposes the issuance of a 2022 State Programmatic General Permit (SPGP) to the people of the Commonwealth of Virginia. The SPGP authorizes certain pier, aquaculture, shoreline, dredging, and other (PASDO) activities in tidal or non-tidal waters of the United States (WOTUS), including wetlands, within the geographical limits of the Commonwealth of Virginia and under the regulatory jurisdiction of the Corps. The purpose of the SPGP is to reduce duplicative review for activity-specific projects where local, state, and federal regulations overlap regulatory purview. The SPGP will provide streamlined review of permit applications processed by the Corps, the Virginia Marine Resources Commission (VMRC) and/or Local Wetland Boards (LWB), and the Virginia Department of Environmental (VDEQ).

    The Norfolk District announces the issuance of the 2022 State Programmatic General Permit for residential, commercial, institutional, and recreational developments (22-SPGPRCIR) and the 2022 State Programmatic Regional Permit for linear transportation projects (22-SPGP-LT). Effective August 08, 2022, the 22-SPGP-RCIR and 22-SPGP-LT permits supersede and replace all previous versions.
