The purpose of the work is to mine titanium and zircon which occur in economical concentrations along the coastal plain fall line in Virginia and are very important in manufacturing of computers, jet engines, cosmetics and paint.     Branch Highways, in consultation with VDOT, is proposing to complete the final phase of a three-part expansion on Route 3 from the Orange County line to the Route 3/Route 522 intersection. The applicant is proposing to widen the two-lane road to a four-lane divided highway. The purpose of the widening project is to improve traffic safety along the heavily traveled corridor between the city of Fredericksburg and the town of Culpeper.
