    Lingerfelt Capital Partners LLC is proposing an undertaking to construct a new 94.0-acre industrial warehouse park for air and logistic distribution. The applicant’s stated purpose is to provide industrial storage to meet the economic needs of Henrico County while creating employment opportunities in the Greater Richmond area. The project will adversely affect the Darbytown & New Market Roads Battlefield, Darbytown Road Battlefield, and Fair Oaks & Darbytown Road Battlefield. In compliance with regulation implementation Section 106 of the National Historic Preservation Act (NHPA), the Norfolk District is soliciting comments on the proposed project from the public; federal, state, and local agencies and officials; Native American Tribes; and other interested parties. This public notice provides and opportunity for members of the public to express their views on the undertaking’s effects on historic properties and resolution of adverse effects. Comments should be received by the close of business on August 14, 2024.

    The Sponsor proposes to design, construct, establish, and operate the Howell Branch Mitigation Bank (Bank). The Sponsor is proposing 0.49 wetland credits to be generated through 4.9 acres of wetland preservation and 18,319 stream credits to be generated through a combination of stream restoration, stream enhancement, stream buffer enhancement, and watershed protection along 17, 040 linear feet of existing streams. The purpose of the Bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. including wetlands and streams. The Sponsor is proposing 2.1 wetland credits to be generated through wetland creation (1.1 acres) and wetland enhancement (0..50 acres) and 31, 501 stream credits to be generated through a combination of stream restoration, stream buffer establishment, and livestock exclusion along approximately 18, 047 linear feet of existing streams.
