The Sponsor proposes to design, construct, establish, and operate the Willis Mitigation Bank (Bank). The Sponsor is proposing 1.96 wetland credits to be generated through wetland creation (1.71 acres) and wetland enhancement (0.22 acres), upland buffer establishment (0.97 acres) and 6, 169 stream credits to be generated through a combination of stream restoration, stream enhancement, stream buffer establishment, and livestock exclusion along 3, 231 linear feet of existing streams. The purpose of the Bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. including wetlands and streams. The Sponsor proposes to design, construct, establish, and operate a wetland and stream compensatory mitigation site known as the Copper Hill Mitigation Bank (Bank). The Sponsor is proposing that 4.09 wetland credits will be generated from wetland restoration and enhancement and that 2446 stream credits will be generated through stream and stream buffer restoration.
