  • NAO-2024-2627 (Southeast Supply Enhancement Project, Pittsylvania County, Virginia)

    Transcontinental Gas Pipe Line proposes to construct the Southeast Supply Enhancement Project consisting of the installation of 55.3 miles of 42-inch-diameter natural gas pipeline (Virginia and North Carolina), additions to compression facilities (Virginia and North Carolina) and facility modifications (North Carolina, South Carolina, Georgia, and Alabama). The subject of this notice is specific to the actions of SSEP requiring a DA permit under the provisions of Section 404 of the Clean Water Act, which consists of the proposal to construct 55.3 miles of natural gas pipeline known as the Salem and Eden Loops located in North Carolina and Virginia. The Wilmington District will receive written comments on the proposed work, as outlined above, pertaining to both the Wilmington District and Norfolk District areas of responsibility, until July 28, 2025.

    Mountain Valley Pipeline LLC is proposing the construction 31.3 miles of 30-inch diameter natural gas pipeline to transport natural gas from an interconnection point with the Mountain Valley Pipeline in Pittsylvania County, Virginia to an interconnection point with the East Tennessee Natural Gas, LLC system (East Tennessee) in Rockingham North Carolina, and then to two new delivery points in Rockingham County, North Carolina.

    The Virginia Department of Transportation proposes to construct the "Berry Hill Connector Road" on new alignment from the Oak Ridge Farms Road Interchange at Route 58 to Berry Hill Road in Pittsylvania County. The preferred alternative new road is a 2-mile, two-lane divided highway with grading for a future four-lane divided highway and will provide access to Berry Hill Industrial Park. The project has 15 wetland and stream crossings, impacting Childress Creek and its tributaries, as well as tributaries to the Dan River, McGuff Creek and associated wetlands.

    The proposed mitigation bank site is located on approximately 322.6 acres of mixed forested and pastured land. The site is located along Ravenscroft Road in Henry County, Va., (Lat N36.769312, Long W -79.783202). The proposed bank site is in the headwaters of Leatherwood Creek, which drains to the Smith River, a tributary of the Dan River. The bank sponsor proposes to establish, design, construct, and operate a compensatory wetland and stream mitigation bank to be known as Ravenscroft Stream Mitigation Bank. The goal of the bank is to protect and enhance water quality, as well as provide compensatory mitigation for authorized impacts within the authorized service area. The geographic service area of this mitigation bank would include the Roanoke River sub‐basin (HUC: 03010103). This proposed service area would include Henry, Patrick, Franklin, Pittsylvania, Halifax, Bedford, Roanoke, and Montgomery Counties and their associated Cities. The bank will consist of preservation of 4,941 linear feet (LF) of perennial streams, enhancement of 662 LF of perennial streams, and restoration of 8,347 LF of perennial streams. 681 SMU’s (4.4% of total credits) are generated from preservation and 14,878 SMU’s (95.6% of total credits) are generated from restoration and enhancement.
