  • Federal Register Notice Announcing Norfolk District's Regional Conditions for 2026 Nationwide Permits

    Expiration date: 4/12/2026

    This Public Notice announces Norfolk District’s Final Regional Conditions, the Section 401 Water Quality Certification (WQC) and the Coastal Zone Management Act (CZMA) determination for the 57 nationwide permits (NWPs) that were published in the January 8, 2026, Federal Register (91 FR 768). These 57 NWPs and the Regional Conditions will go into effect on March 15, 2026, and will expire on March 15, 2031.

  • Coastal Zone Management Act and the Norfolk District Regulatory Program

    Prior to final issuance of any Corps permit, the applicant must obtain a Virginia Department of Environmental Quality (DEQ) Coastal Zone Management Act (CZMA) federal consistency concurrence (for activities affecting the Coastal Zone) and a DEQ 401 certification. Proof of these approvals must be provided to the Corps before issuance of any Corps standard permit. A permit will not be granted until the required certifications have been obtained or waived. This public notice announces new CZMA procedures intended to facilitate this process.
