    The applicant proposes to maintenance dredge the Back River Navigation Channel in Hampton, Virginia. The project involves maintenance dredging approximately 2,346,240 square feet of subaqueous bottom to a maximum depth of – 15 feet mean low water, including overdredge. Each maintenance dredging event will mechanically dredge approximately 205,000 cubic yards of material. The dredge material will be transported via bottom dump scow to be disposed of in the Norfolk Ocean Disposal site.

    Joint Base Langley-Eustis is requesting the Corps of Engineers amend the Navigation Regulations published at 33 C.F.R. §334.280, "James River, Skiffes Creek and Warwick River surrounding Joint Base Langley-Eustis, Virginia; restricted areas and danger zones." JBLE-Eustis contains a military port berthing numerous Army vessels and conducts exercises to include small craft testing and live fire training activities. The proposed amendment is necessary to protect the public from hazards associated with training and mission operations, and to protect government assets, missions, and the base population in general. The proposed amendment increases the restricted areas and creates danger zones surrounding the existing installation and firing ranges.

    Joint Base Langley-Eustis, Langley Air Force Base (JBLE-Langley) proposes to eliminate obstructions, abrupt grade changes, open ditches, and standing water within the maintained grassy areas in and near the Langley Air Force Base airfield Clear Zones in Hampton, Virginia. The purpose of the project is to assist in reducing the risk of loss of life and damage to military assets in the event of an aircraft mishap, to ensure consistency with the installations Bird Aircraft Strike Hazard (BASH) plan, and to ensure compliance with Federal Aviation Administration regulations.
