Salary Range: $74,750-$97,179 (GS-12)
Work Schedule: Full-time
Appointment Type: Permanent

Relocation: Relocation (PCS) expenses may be authorized
Travel Requirement: Up to 25% Temporary Duty Travel required

Basic Requirement for Biologist
A. Degree: Bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience.  Prepares National Environmental Policy Act (NEPA) compliance documents that describe environmental conditions and describe potential environmental impacts of proposed projects to environmental resources. Prepares environmental permits to ensure compliance with state and federal requirements.  Has experience planning and implementing environmental restoration projects.  Has experience conducting ecological modeling to assess benefits of environmental restoration projects.

 Responsibilities and Duties: Independently serves as the environmental technical team lead for project delivery teams and prepares technical environmental reports including NEPA compliance documents (Environmental Assessments and Environmental Impact Statements) for civil works water resource projects such as environmental restoration, shoreline erosion management, navigation, and coastal storm risk management projects; military construction projects and the District’s International, Interagency and Environmental Studies projects. Independently obtains required permits, certifications, and approvals including but not limited to Coastal Barrier Resources Act determinations, U.S. Coast Guard permits, Clean Water Act, 401 Water Quality Certificates and 404 Permits, Coastal Zone Management Federal Consistency Determinations, Endangered Species Act, Section 7 biological assessments, Magnuson-Stevens Fishery and Conservation Management Act Essential Fish Habitat Assessments, and state and federal permits. Independently conducts and coordinates Clean Water Act, Section 404 (of the Clean Water Act) delineations of protected resources.  Coordinates studies with other Federal, State, and local agencies and the public.

Serves as lead plan formulator for aquatic ecosystem restoration projects which includes development of project alternatives and conducting ecomodeling analyses to assess project environmental benefits.  Provides technical guidance to lower grade professionals and technicians on detailed work assignments.
