    Napolitano Ventures proposes to impact 0.99 acres of jurisdictional forested wetlands (43,471 square feet) for the construction of 8 single family homes along Shoulders Hill Road in Suffolk, Virginia. The applicant minimized impacts to the greatest amount possible by reducing the original footprint of impacts to Waters of the United States (WOUS). The applicant is purchasing credits from an approved mitigation bank within the geographic service area to offset the impacts to wetlands associated with this project. The proposed site will be accessed through Bennetts Creek Square Development for which a permit was issued in April of 2008 (WP4-07-1796) to impact 0.746 acres of jurisdictional wetlands.     The City of Norfolk proposes installation of a new 42‐inch diameter steel raw water main across the Nansemond River north of Dumpling Island and its confluence with Oyster House Creek, in Suffolk, Virginia. The Corps is seeking comments under Section 106 of the National Historic Preservation Act. Comments are due by the close of business on January 16, 2018.

    Moore's Point, LLC, proposes to build 161 residential lots on 48.855 acres of land located between Nansemond Parkway and Portsmouth Blvd in Suffolk, Virginia. All of the lots and most of the roads will be constructed on uplands. The project requires that two access roads be constructed through forested wetlands.

    The applicant proposes to construct improvements along the U.S. Route 460 Corridor from approximately one mile west of Zuni to the Route 460/Route 58 interchange in Suffolk, Virginia. A Public Notice announcing receipt of the application and requesting comments was published Nov. 30, 2015, with a comment period ending Jan. 5, 2016. The comment period is extended until Jan. 20, 2016.

    The applicant proposes to construct improvements along the U.S. Route 460 Corridor. From approximately one mile west of Zuni to two miles west of Windsor (approximately 4 miles), the applicant proposes to reconstruct and upgrade existing Route 460 to a four-lane divided highway. From two miles west of Windsor to the Route 460/Route 58 interchange in Suffolk (approx 12 miles), the applicant proposes to construct a new four-lane divided highway that would run north around Windsor, then cross existing Route 460 east of Windsor and run south of the existing Route 460 to Route 58. The applicant proposes to permanently impact 35.77 acres of non-tidal wetlands, 7,663 linear feet of stream and 9,339 lf of jurisdictional ditches. To compensate for unavoidable impacts, the applicant proposes a combination of mitigation bank credits, restoration of wetlands, and preservation of wetlands to expand existing conservation areas.
