    NAO-2002-03818 / VMRC 22-V1995 (Virginia International Gateway Expansion Dredge, Portsmouth, Virginia)

    The proposed project includes the dredging, a combination of new dredging and maintenance dredging, of approximately 136 acres (5,905,400 square feet), within the existing 3,960-foot long approach channel and 4,000-foot long turning basin/berthing area of the Virginia International Gateway (VIG) port terminal facility to deepen the existing area to achieve maximum depths of -58 feet MLLW. Public comments should be received by close of business Aug. 28, 2023.

    The applicant is requesting a State Programmatic General Permit from the USACE Norfolk District under Section 404 of the Clean Water Act for the discharge of fill into 0.92 acre of waters of the U.S. The Norfolk District has determined that the proposed federal action would result in an adverse effect on the Bristoe Station Battlefield (076-5036/076-0024/076-5161) and archaeological resource 44PW0971. The Norfolk District is consulting further to develop and evaluate alternatives or modifications to the undertaking that could avoid, minimize, or mitigate adverse effects on historic properties.     The Corps issued a Department of the Army Permit for The Grove at Gainesville on July 13, 2009, authorizing permanent impacts to a total of 2.2 acre of waters. The applicant proposes a change in purpose and need from mixed-use commercial to a data center campus consisting of approximately four two-story data center buildings, supporting equipment areas, parking, stormwater management, utilities, and associated infrastructure. Public comments should be received by the close of business July 7, 2023.

  • Gathright Dam pulse release scheduled for June 21

    The Norfolk District, U.S. Army Corps of Engineers, will conduct a pulse release at Gathright Dam, near Covington, Va., June 21, 2023, beginning at approximately 6 a.m. Water releases will gradually increase and peak at 3,500 cubic feet per second by 9 a.m. People should be aware of river fluctuations caused by the pulse.

    Loudoun County proposes to extend Lockridge Road (henceforth called Lockridge Road Extended) north from the existing intersection at Prentice Drive and then westward across Loudoun County Parkway to tie into the existing intersection at Shellhorn Road and Metro Center Drive, in Loudoun County, Virginia. Public comments should be received by the close of business on July 20, 2023.

    Southeastern Public Services Authority (SPSA) proposes to impact 109.64 acres of forested wetlands for the expansion into Cells VIII and IX at the existing Regional Landfill at 1 Bob Foeller Drive in Suffolk, Virginia. The purpose of the project is to allow SPSA to continue meeting its core mission for the next 40 years. As stated in the Code of Virginia §15.2-5102.1, SPSA is responsible for the management of the safe and environmentally sound disposal of regional waste for its Member Localities: the cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk and Virginia Beach, and the counties of Isle of Wight and Southampton. This Public Notice announces the availability of the Draft Environmental Impact Statement, which will be available for review and comment through August 15, 2023. This Notice also includes the dates and locations of two information meetings and two public hearings that will be held for the project.

    The proposed Nike Park Road Extension project will consist of constructing a new approximately one mile, two lane collector roadway that will also include the construction of a multi-use path that will run parallel to the new facility. The project will impact approximately 157,068 square feet (SF) of nontidal forested wetland; 165 SF of nontidal emergent wetland: and 48.2 linear feet (LF) of jurisdictional ditch. In addition, approximately 1800.7 of nontidal forested wetland; 109.4 SF of unconsolidated bottom; 64LF of intermittent stream. Public comments should be received by close of business July 12, 2023.

  • NAO-2008-01100 (Commonwealth Crossing Business Center, Henry County, Virginia)

    Henry County Development Authority proposes the construction of a 150-acre pad site and installation of appurtenant utility connections within the 765-acre Commonwealth Crossing Business center (CCBC) at latitude 36.55222⁰ N, longitude -79.905097⁰ W. Rail service and all utilities (electric, water, sewer, natural gas, fiber) are also proposed for the site. Impacts associated with the project were previously permitted and taken under VWP IP#11-0838 and NAO-2008-1100 which have now expired. Previously authorized impacts are 0.259 acres of wetland and 8418 linear feet of stream. New impacts proposed for Commonwealth Crossing Business Centre - Lot 2 include a permanent loss of approximately 0.53 acres (22,875 square feet) of palustrine forested wetlands and 5,379 linear feet of stream channel. Public comments should be received by close of business July 5, 2023.

    Virginia Electric and Power Company proposes to construct two power substations adjacent to an existing transmission line within the Broad Run drainage area in Loudoun County, Virginia. The activities will impact 0.17 acres of forested wetlands, 0.02 acres of emergent wetlands, 449 square feet of grading along the bank of a perennial stream (Broad Run), and 791 linear feet of intermittent stream associated with the substation footprints as well as a proposed stormwater management facility. In compliance with regulations implementing Section 106 of the NHPA, the Corps is soliciting comments on the proposed project from the public; federal, state, and local agencies and officials; Native American Tribes; and other interested parties. This public notice provides an opportunity for members of the public to express their views on the undertaking’s effects on historic properties and resolution of adverse effects. The Corps is requesting comments to assist in evaluation of the effects of the project on historic properties and evaluation of alternatives or modifications which could avoid, minimize, or mitigate adverse effects on historic properties.
