Where is the Norfolk District in the review process for ODEC’s proposed plans?
We are still in the early stages of drafting the Environmental Impact Statement (EIS). Currently, we do not have a permit application.
Does the Norfolk District have an open comment period?
At this time we do not have an open comment period. The last public comment period ended June 26, 2009. That comment period was open to allow the public to provide comments on topics they wanted to see addressed in the EIS. We used those comments to draft our scope of work for the EIS.
Will public comments received outside the comment period be considered?
Comments received prior to the publish date of the draft EIS will be considered as part of the scoping process and will be incorporated into our development of the draft EIS. The comment letters are added to the file, but no individual responses are being sent.
How are comments received during the draft EIS commenting period addressed?
All comments received in response to the draft EIS will be specifically addressed within the final EIS.
When does the Norfolk District expect to publish the draft EIS?
We expect the draft EIS to be available for comment sometime late 2013.
When can the public officially comment?
Once the draft EIS has been finalized, we will post a public notice announcing the availability of the draft EIS for comment. The comment period for the draft EIS will be open for 45 days.
What is the Norfolk District’s next step after the draft EIS?
After the comment period closes, we will address the comments received in response to the draft EIS and we will prepare the final EIS.
Will there be another comment period after the final EIS is published?
Once the final EIS has been published, we will have a 30 day comment period.
Where can the public view the draft and final EIS?
The draft EIS and the final EIS will be posted on our website and hard copies will be placed in several locations, including public libraries.
Will the Norfolk District hold a public hearing?
During that comment period for the draft EIS we will most likely conduct a public hearing.
Will the public be informed of the final decision on the project?
After the comment period for the final EIS has expired and we have reviewed those comments we will prepare and publish a Record of Decision (ROD). The ROD will address the comments from the final EIS and it will explain how the decision maker (our District Commander) considered the comments in reaching a decision on the project.
