  • NAO-2022-02853 (Fleetwood East Mitigation Bank, Fauquier County, Virginia)

    The Sponsor proposes to design, construct, establish, and operate Fleetwood East Mitigation Bank (Bank). The sponsor is proposing 27.34 wetland credits to be generated through wetland creation (20.65 acres) and wetland enhancement (16.17 acres) and 22,768 stream credits to be generated through a combination of stream restoration, stream enhancement, stream buffer establishment (87 acres), and livestock exclusion along a combination of 23,044 linear feet of existing streams. The purpose of the Bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. including wetlands and streams. Comments should be received by the close of business on June 27, 2024.
  • NAO-2009-00044 (LRRT Paradise Creek Projects 2 and 3, Portsmouth, Virginia)

    The Sponsor, Coastal Virginia Conservancy (Living River Restoration Trust) proposes to design, construct, and manage 2 additional compensatory mitigation sites in Paradise Creek. The Sponsor proposes to place a thin layer of granular activated carbon on the existing surficial sediment in 6 areas of Paradise Creek, using a mechanical delivery system. In addition, the Sponsor proposes to develop the final sediment remediation techniques to be applied to 8 areas of Paradise Creek as the Projects move forward. The proposed activities are anticipated to generate approximately 12 compensatory mitigation credits. Comments should be received by the close of business on June 15, 2024.
  • NAO-2023-02174 (Hogans Belt Mitigation Bank, Loudoun County, Virginia)

    The Sponsor proposes to design, construct, establish, and operate Hogans Belt Mitigation Bank (Bank). The sponsor is proposing 35.03 wetland credits be generated through wetland creation (22.6 acres), wetland enhancement (24.7 acres), wetland preservation (1 acre), upland buffer reforestation (25.9 acres), and forest preservation (7.1 acres) across two project areas. The purpose of the Bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. including wetlands. Comments should be received by the close of business on May 11, 2024.
  • NAO-2021-00207 (Buchanan Minerals Impoundment, Buchanan County, Virginia)

    Expiration date: 9/17/2023

    PROJECT DESCRIPTION AND PURPOSE:  Construct a freshwater impoundment for the retention and delivery of sufficient quality and quantity of water to the adjacent coal preparation plant to facilitate continued coal extraction/recovery of metallurgical bituminous coal from the existing underground Buchanan No. 1 mine for an anticipated 25-years.  The proposed impoundment is planned to provide for 96-acre-feet of storage and the applicant anticipates that it would provide 2,400 gallons per minute, or approximately 3.5 million gallons per day of freshwater, for processing raw material for a targeted annual output of 1-2 million tons of cleaned coal.  Construction of the impoundment would permanently impact approximately 1,340 linear feet of Garden Creek.  Specifically,  the construction of the dam would result in a permanent loss of 480 linear feet of streambed and the subsequent backfilling of Garden Creek would result in a permanent conversion of 860 linear feet of stream habitat to open water habitat.
