PUBLIC NOTICE FOR POSITION BEING FILLED UNDER DIRECT HIRE AUTHORITY (DHA) FOR RECENT GRADUATES

Position Title: Geographer/ Environmental Scientist / Physical Scientist
Series/Grade: GS-7 0150/0401/1301- Only one position will be filled through this Public Notice.
Full Performance Level: GS-11. Promotion to the GS-09 and 11 levels can occur without further competition once all training, regulatory and performance requirements are met.
Duty Location: U.S. Army Corps of Engineers, Norfolk District, Norfolk, VA
Salary Range: $43,459 - $56,493
Work Schedule: Full-time

Relocation: Relocation (PCS) expenses are not authorized
Travel Requirement: 10% Temporary Duty Travel required

Eligibility Requirements: An individual who meets the following may apply for the DHA Recent Graduate Program: Was awarded a degree by an institution of higher education not more than two years before the date of the appointment of such person, except that in the case of a person who has completed a period of obligated service in a uniform service of more than four years. If uniformed service was completed, than the degree must have been awarded not more than six years before the date of the appointment. The qualifications requirements below must be met in addition to eligibility requirements.

Individual Occupational Requirements: Transcripts required along with resume.

Geography Series, 0150:

A. Geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.

OR

B. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

General Natural Resources Management and Biological Sciences Series, 0401

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

General Physical Science Series, 1301:

A. physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Qualifications Requirements: In order to qualify, you must meet the education and/or experience requirements described below. This education and/or experience must be described and reflected in your resume and/or transcripts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). You will receive credit for all qualifying experience.

For the GS-7: Specialized Experience: Utilize a variety of mapping tools such as Geographic Information Systems (GIS), Computer Aided Drafting and Design (CADD) support civil works and military missions. Preference will be given to candidates with previous experience in the fields of Geographer, Environmental Scientist or Physical Scientist.

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR

(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Responsibilities/Duties: As a Recent Graduate, you will work closely with the supervisor and other senior team members. You will be assigned tasks designed to familiarize you with different aspects of the occupation. Tasks will vary depending on the current workload, but may include the following:

1) Responsible for the development, maintenance, management and use of the Geographic Information System (GIS) to support the District’s functions, including Planning, Engineering, Operations and Maintenance, Regulatory, Real Estate, and Emergency Management. Utilize knowledge of Geographic Information Systems (GIS), surveying, photogrammetry, mapping, engineering, and computer-aided design (CAD) software.

2) Work closely with other professionals to recommend and implement Geographic Information System (GIS) based solutions for District projects. Solutions include desktop and web mapping applications, cartographic products, database development, and field data collection for a wide range of geographic data.

3) Assists higher graded engineers and other professionals in applying knowledge of Geographic Information System (GIS), photogrammetry, surveying, computer-aided design (CAD), relational databases, web technology, and related computer software in the design, modification, and completion of various Civil Works and Military projects assigned to the District.
