New public notice requirements

The Norfolk District Regulatory Office is providing recommendations to anyone submitting an application requiring issuance of a public notice (individual permits).

Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), requires federal agencies to use technology that is accessible to people with disabilities.

In order to comply with this law, all public notice documents will have to go through rigorous formatting requirements, increasing the time it takes to post public notices.

The following are recommendations on how you can prepare your documents to facilitate the posting of public notices: 

  1. All documents should be in PDF format (*.pdf)

     

  2. Files sizes should be 10 MB or less

     

  3. Each document should be printable on letter size paper

     

  4. Each document greater than nine pages should be bookmarked in a way that logically divides up the document

     

  5. For each and every PDF document to be public noticed, metadata should be completed, including the TITLE, AUTHOR, SUBJECT and KEYWORDS

     

    1. Examples of the title:

      Public notice: CENAO-WR-RS, NAO-1995-04001
      Site drawings: Woodbridge Farms Development Plan (title of site plans)

       

    2. Author: Norfolk District, U.S. Army Corps of Engineers

       

    3. Subject: USE THE SAME THING YOU ENTERED FOR TITLE

       

    4. Examples of Keywords: Public notice, Virginia Beach, Water quality, Endangered species, James River
