    The Sponsor proposes to establish, design, construct, and operate a wetland and stream compensatory mitigation site known as the Back Mountain Mitigation Bank (BMMB). The purpose of the compensatory mitigation project is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to wetlands and streams and other waters of the United States.

    Nova 1 Owner, LLC proposes to develop Project “Celtics,” a data center campus and associated infrastructure, along the eastern side of Sycolin Road, north of Dulles Greenway (VA-267) in Loudoun County, Virginia, with permanent impacts to 2,588 linear feet of stream channel, 0.54 acre of palustrine forested wetlands (PFO); and, temporary impacts to 79 linear feet of stream channel, which require 1.08 wetland credits and 3,116 stream credits as compensation from an approved mitigation bank serving the project site watershed (Hydrologic Unit Code 02070008).

    Virginia Electric and Power Company proposed to construct and operate a new fossil fuel combustion products management facility that would facilitate the mandated closure of the coal combustion residual (CCR) surface impoundment at the Bremo Bluff Power Station located in Fluvanna County, Virginia. The public notice comment period ends on January 3, 2022.
