NORFOLK, Va. -- Despite threatening skies and windy conditions, throngs of people, all sharing a passion for restoring their beloved Elizabeth River, came out to celebrate its renewal efforts. Colonel Jason Kelly, Norfolk District commander, flanked by Susan Conner and Keith Lockwood, engaged scores of community members on the vital role the Army Corps of Engineers plays in protecting the Commonwealth’s waterways.
