    Description: Bluewater Development LLC proposes to construct breakwaters with tombolo fill and low sills with beach nourishment and plantings at Cherrystone Campground, 1511 Townfield Drive Cape Charles, Virginia. The rock sill would impact 0.15 acres of tidal wetlands and 0.22 acres of open water. The fill for the sill and nourishment would impact 1.06 acres of non-vegetated tidal wetlands. The rock breakwater would impact 0.25 acres of open water and the tombolo would impact 0.35 acres of non-vegetated tidal wetlands and 0.53 acres of open water. A total of 1.56 acres of non-vegetated tidal wetlands and 1.00 acre of tidal open water would be converted by the proposed project. Public comments should be received by the close of business on September 3, 2022.

    The applicant proposes to restore beach width and volume to the Cape Henry beach through a beach nourishment project. Sandy material dredged from the Thimble Shoals Channel will be placed on the beach using a pipeline system and pump-out buoys with the specific construction means and methods to be determined by the contractor. The beach nourishment project is designed to mitigate damage to existing structures which could be caused by storm surge and wave erosion. The project will accomplish its purpose through the placement of 331,300 cubic yards of sand along 9,000 linear feet of shoreline. This material will be placed in 29.91 acres below Mean Low Water (MLW), and in 8.89 acres between Mean High Water and MLW. The total impacts to waters of the U.S. are approximately 38.80 acres.

    The City of Norfolk proposes to construct a beach nourishment project at four different reaches along its Ocean View and Willoughby Spit shoreline. The proposed fill at Reach 1 is between 24th Bay Street and Bay Point Drive, the fill at Reach 2 is between Chesapeake Boulevard and Atlans Street, the fill at Reach 3 is between 6th View Street and Norfolk Avenue, and the proposed fill at Reach 4 is between 12th View Street and 9th View Street. The purpose of the project is to restore and enhance coastal storm protection to residential, public and commercial structures by increasing the beach width and establishing a beach berm at +4.0 feet NAVD88. The project will accomplish this purpose by placing approximately 393,000 cubic yards of sand along 14,400 linear feet of shoreline.
