  • EARLY PUBLIC NOTICE OF A PROPOSED ACTIVITY WITH IMPACTS TO WETLANDS

    The United States Air Force (Air Force) is preparing an Environmental Assessment (EA) to evaluate impacts associated with proposed construction improvements to the Third Port facility at Joint Base Langley-Eustis – Fort Eustis (JBLE-Eustis) located in Skiffes Creek. The purpose of the proposed project is to prepare JBLE-Eustis for up to 10 new vessels that will be assigned to the Third Port in the near future. Additionally, other improvements are proposed to increase the usable waterway for the existing fleet and new vessels and to aid in training for cargo logistics and vessel operations.

    Joint Base Langley-Eustis is requesting the Corps of Engineers amend the Navigation Regulations published at 33 C.F.R. §334.280, "James River, Skiffes Creek and Warwick River surrounding Joint Base Langley-Eustis, Virginia; restricted areas and danger zones." JBLE-Eustis contains a military port berthing numerous Army vessels and conducts exercises to include small craft testing and live fire training activities. The proposed amendment is necessary to protect the public from hazards associated with training and mission operations, and to protect government assets, missions, and the base population in general. The proposed amendment increases the restricted areas and creates danger zones surrounding the existing installation and firing ranges.

    Norfolk District has prepared a draft Supplemental Environmental Assessment on behalf of the 7th Transportation Brigade (Expeditionary), Joint Base Langley-Eustis, to assess the potential impacts of maintenance dredging the Skiffes Creek Channel, a tributary of the James River. Comment period ends on May 30, 2014.

    Expiration date: 4/25/2014

    Fort Eustis has requested a permit to transport and discharge dredged material at the Norfolk Ocean Disposal Site (NODS). A Section 103 permit for ocean transport and placement is required in accordance with part 227 of the Marine Protection, Research, and Sanctuaries Act (MPRSA). Expiration April 25, 2014.
