    NAO-2017-01016: Highland Conservation Group inc, proposes to establish, design, construct, and operate a wetland and stream compensatory mitigation bank to provide off-site compensatory mitigation for projects that result in unavoidable impacts to wetlands and streams within the specified geographic service area. The proposed mitigation bank, is approximately 490 acres of land within the Upper Russell Fork River watershed, Buchanan County, Virginia. The public comment period ends April 7, 2017.

    The applicant proposes to improve an approximately 1.58 mile corridor along Military Highway (US Route 13 and State Route 165) and Northhampton Boulevard (US Route 13 and State Route 166) to upgrade highway safety and efficiency. Proposed improvements include widening of Military Highway from a four lane roadway to a six and eight land divided roadway with a curb, gutter, and sidewalk; widening of Northampton Boulevard and Princess Anne Road from a four lane roadway to a six lane divided roadway with curb, gutter, and sidewalk; installation of a Continuous Flow Intersection at the intersection of Military Highway, Northampton Boulevard, and Princess Anne Road; and attendant required storm water management features. Public comment period ends March 29, 2016.

    Appalachian Power Company (AEP)proposes to upgrade the existing Cloverdale Extra High Voltage (EHV) Transmission System. As a result of the completion of the Regional Transmission Expansion Plan (RTEP), PJM Interconnection, the regional transmission organization has determined that the upgrades are necessary for AEP to meet mandatory reliability criteria. In order to address the voltage and thermal problems, congestion and equipment obsolescence, AEP will be installing new transformers, constructing new transmission lines, constructing a new 500 kV substation (East Yard), expanding the existing West 765 kV and North 345 kV Yards, constructing four new EHV transmission lines between the existing and new yards and relocating 4 existing high voltage transmission lines.
