The Sponsor proposes to design, construct, establish, and operate the Willis Mitigation Bank (Bank). The Sponsor is proposing 1.96 wetland credits to be generated through wetland creation (1.71 acres) and wetland enhancement (0.22 acres), upland buffer establishment (0.97 acres) and 6, 169 stream credits to be generated through a combination of stream restoration, stream enhancement, stream buffer establishment, and livestock exclusion along 3, 231 linear feet of existing streams. The purpose of the Bank is to provide off-site compensatory mitigation for projects that result in unavoidable impacts to waters of the U.S. including wetlands and streams.
