Norfolk Southern Railway Company proposes to construct additional rail capacity at Portlock Rail Yard, an existing railroad yard and transportation facility located in the South Norfolk area of Chesapeake, Virginia. The additional rail capacity will accommodate the addition of passenger rail service to existing main tracks that are currently used exclusively for freight rail traffic. The project will impact non-tidal forested wetlands and an existing ditch on the west side of the railroad tracks in the south portion of the project area where two existing storage tracks will be extended.
