Joint Base Langley Eustis – Langley and Dominion Energy Security Project, Virginia

The U.S. Air Force (USAF) is preparing an Environmental Assessment (EA) for a project to secure a long-term energy security lease for the purpose of siting, developing, and operating an electrical power generation facility to benefit the local community and Joint Base Langley Eustis – Langley (JBLE – Langley).  Due to increasing weather, cyber, homeland security, and other threats, the USAF’s legacy diesel generators no longer provide sufficient energy resiliency during commercial energy grid failures to meet mission requirements.  During periods of normal operation, the electricity produced will benefit Dominion Energy customers.  During periods of declared emergencies by USAF or during grid outages, the electricity generated will ensure USAF mission facilities have a reliable source of secondary  power.  

The JBLE – Langley and Dominion Energy Security Project is subject to Executive Order 11988, Floodplain Management, as amended, and Executive Order 11990, Protection of Wetlands, as amended, because the action may potentially affect floodplains and wetlands.  The USAF requests advance public comment to determine if there are any public concerns regarding the project’s potential to impact natural or other resources, including floodplains and wetlands.  The USAF would also like to solicit public input or comments on potential project alternatives.  The proposed action to secure a long-term energy security lease at JBLE – Langley will be analyzed in a forthcoming EA and the public will have the opportunity to comment on the draft EA following its release. 

A public scoping meeting will be held on June 26, 2019 from 6:00 – 8:00 pm at the Poquoson Community Center located at 49 Odd Road, Poquoson, VA 23662.  The format of the meeting will be an open house where the public can attend at any time to view informational posterboards, ask questions about the project, and submit scoping comments on the project.
