2018 Mitigation Banking Instrument (MBI) Template


The U.S. Army Corps of Engineers, Norfolk District (USACE) and the Virginia Department of Environmental Quality (DEQ) working with the Interagency Review Team (IRT) and the Public announce the release of the 2018 MBI Template (Template) for use in the Commonwealth of Virginia. This Template replaces and supersedes the February 2010 version of the MBI Template.


Use of the 2018 MBI Template will be required for any Mitigation Bank proposal, including draft MBIs, submitted to USACE and DEQ for consideration after November 20, 2018.

The 2018 MBI Template and all associated exhibits can be found in the Regulatory In-lieu Fee and Bank Information Tracking Systems (RIBITS) database
